l. The Regional Golf Course Advisory Committee met at l000, Thursday, 24 April 2008, in the Admiral Baker Clubhouse. The following members were present:

2. Old Business
a. Golf E-Mail Specials/Premium Players Club. The server build is complete. Trying to resolve some latency problems at this time. Will begin building house hold accounts in April. E-mail info will follow shortly after that. The technical side of this has been a great challenge and we have resolved a great number of these challenges. Going forward this is going to be a great MWR and Navy Golf Asset. Mr. Higgins has a conference call on 29 April with CNIC to discuss program interface with all golf properties, all code writing and IT related issues.issues.

b. Sea 'N Air Course Restroom. Final drawings have been submitted to Public Works Coronado for approval. RFP will be sent out to contractors by 30 May 2008.

c. Potable Water at Admiral Baker. 95% design and specifications have been received. The designer will submit his final design and specifications by 15 May 2008.

d. GPS Upgrade. Mr. Higgins is working on either including the ability to order food or install a telephone so patrons may call in food orders. It is not possible to add these items to the GPS system. Phone communications from the 9th tee box at Sea 'N Air is under consideration.

e. Golf E-Mail specials. With the new POS set up we can certainly create a household account that will allow them to receive e-mail specials if they use their e-mail address (either NMCI or personal address).

f. Ball marks/divots. Signs have been placed requesting players to repair ball marks/divots.

g. Speed of play at Sea 'N Air. The white tees were moved back on the opening holes to try to assist with the pace of play. This has not created a noticeable difference. Working on pacing during heavy play periods to ease congestion. Currently monitoring pace of play during heavy periods of play. Also looking at putting in clocks, new cart softward upgrade will include clocks.

h. Sea 'N Air Clubhouse price increase. The comment was made that the men's club no longer eats at the Sea 'N Air Clubhouse due to a $1.00 increase in prices. No dining services representative was available to comment. This item will be updated for the next meeting.

i. Sprinkler Heads. Mr. Gartside commented that the sprinkler heads at Sea 'N Air are marked nicely. Mr. Magnani indicated that the sprinkler heads at Admiral Baker will be marked as well.

j. Hazardous tee at Sea 'N Air. The #1 tee at Sea 'N Air is considered to be hazardous to other players. A project is in the planning stages to rectify this situation.

k. #14 Hole at Sea 'N Air. The question was raised as to what steps will be taken on #14 at Sea 'N Air. Carts and people are walking through the dirt area. The parking area is dangerous, the cart path should be rerouted. The Men's Club has determined to play the waste area located to the right of the bridge and short of the ditch as Ground Under Repair. Daily play will still play this as a waste area and grounds maintenance will be placing orange stakes to identify as a waste area.

3. New Business.

a. Prioritized Project Update. Project updates for the Sea 'N Air, Admiral Baker and Naval Station Golf Courses were distributed and discussed by Mr. Mike Magnani. (See enclosures (1) through (3)).

c. Course Rating at Sea 'N Air. Admiral Bepko began discussions of the course rating at Admiral Baker, indicating it is the Men's Club responsibility for course rating. He called the SCGA rating committee who reviewed the course over a two days period. The process included the new golf tees. The head of the rating committee noted that stakes were inappropriately placed in various areas of the course. Mr. Vogel went over the recommendations of the committee:

(1) North Course, Hole #2 - the right sides of the course should not be "Out of Bounds" (white stakes). Should be staked as "Lateral Water Hazard" (red stakes). Concur, the stakes will be changed to red.

(2) North Course, holes #3, #4, #6, #7, #13, #15 and #16 - The area on the side of the mounds must not be staked as a "Lateral Water Hazard" as they are currently staked, since there is no water there. Three alternatives are make the areas permanent out of bounds, make the areas permanent ground under repair, make the areas play it through the green. Mr. Gartside and Admiral Bepko recommended the stakes be removed and make it a play through the green area. A vote was taken and the majority of voting members voted to leave the area as is (lateral water hazard) and allow for rule modification for tournament play and special events.

(3) South Course #10 - The concreted area near the green on the right side of the fairway must be declared part of the Lateral Water Hazard or declared part of the Obstruction (Cart Path). Concur, the area will be painted/staked to indicate "Lateral Waater Hazard."

(4) South Course #12 - There is a "Stake discrepancy." The white and reds are mixed incorrectly. Concur. The stakes have been corrected.

(5) South Course #13 - The red stakes are incorrectly placed too far from the cart path. Concur, the stakes have been fixed.

(6) South Course #18 - The Out of Bounds stakes to the right of the fairway are not in compliance with the Rules of Golf. This will remain staked as Out of Bounds as the area is outside of the course boundary.

d. Course professionals attendance at meetings. Captain Clopp posed the question of why the course professionals do not attend the meetings. Mr. Higgins responded that he does have a passdown with the course professionals on a daily basis and also provides them with comments received at the advisory board. It is felt that their time is better spent managing the golf course.

e. Selection of T-Boxes. The question of how the T-Boxes at Sea 'N Air are selected and maintained was raised. Mr. Magnani indicated that as part of the operating procedure, the T-Boxes are placed 12 feet apart, based on the best spot. Some T-Boxes are to be rebuilt as they have some crowning. Once the T-Boxes are rebuilt, this issue should be resolved.

I. Projects Completed February through April

a. #17 tee has been rebuilt.

c. Construction of a new bentgrass nursery is complete.

a. Fairway aerification is scheduled for 5-9 May South, 12-16 May North.

b. Continue with cementing in ball washers.

c. Add sand to the North bunkers.

d. Install railroad tie steps to South putting greens.
