l. The Regional Golf Course Advisory Committee met at l000, Thursday, 16 October 2008, in the Admiral Baker Clubhouse. The following members were present:

2. Old Business
a. Premium Players Club. Mr. Young covered benefits and costs of the Premium Players Club. Attached is a copy of what was covered. Admiral Bepko asked if profits stayed with MWR. Mr. Young replied yes, profits stay with MWR and explained that profits are put back into the facilities in the form of projects.
b. Sea 'N Air Course Restroom. Seabee restroom project near #15 green and #16 tee began on 15 September 2008. Estimated completion date is 1 May 2009. Contract has been awarded for restroom behind #2 green. Work will commence once the bonds are received from the contractor. No firm start date. Approximately 90 days for completion once project begins.
c. Potable Water at Admiral Baker. All information has been submitted to the City of San Diego with no response to date. Still waiting on information from designer on cost from the City to set meter connection. Plan to build all new greens at Admiral Baker. Admiral Bepko asked if the type of grass on the greens on the North and South were the same. Mr. Magnani responded that no, they are different. The North Course is an older version of Bermuda, the South Course is a tiff dwarf closer to a bent grass. Overseeding of fairways has been hindering the bermuda return during the summer. A trial is underway to not overseed two fairways.
d. Sea 'N Air Clubhouse price increase. Waiting on price list of Coronado establishments for comparison with Clubhouse prices. Regarding the unavailability of items after the kitchen closes, hot dogs and sandwiches are available in the afternoon after kitchen closes.
e. Sprinkler Heads. The sprinkler heads used at Admiral Baker are an obsolete model, the contractor has assured new heads will be available by 27 October. CTMCS Pagan asked if the location of the greens are changed will remarking of the sprinkler heads be required. Mr. Magnani indicated sprinkler heads would be remarked as necessary.
f. Hazardous tee at Sea 'N Air. Mr. Higgins has sent golf course personnel out to graph the flight of balls from the 8th tee. This will help to determine where fence line will be and the height required.
g. #14 Hole at Sea 'N Air. The CATEX has been approved by Public Works to work on the channel on hole #14, in front of the #14 green. (remove concrete debris, re-slope the bank and plant with native materials). No projected start and ending dates.
h. Punching of Greens. The type of aerification completed prior to the men's club championship is called mini-tines. It is part of the normal leaching program that occurs every two weeks during the summer. Small pencil like tines are used to aid water penetration during the leaching. This in no way resembles normal aerification that uses 5/8" tines with sand that takes weeks to smooth out. Before the tournament the greens were double mowed and rolled to increase speed and smoothness. Before next years championship the leaching/mini tine schedule will be modified to fall after the men's club tournament.
3. New Business.
a. Prioritized Project Update. Project updates for the Sea 'N Air, Admiral Baker and Naval Station Golf Courses were distributed and discussed by Mr. Mike Magnani. (See enclosures (1) through (3)).
b. CNRSW MWR Golf Course Financial Performance.

c. Civilian Use of Golf Courses. The question was raised regarding civilian use of the Golf Course at Seal Beach. Mr. Young explained that Seal Beach and China Lake both have waivers which allow civilians to use the courses without having a sponsor. These waivers are granted only with the support and approval of the base, City Council and the Chamber of Commerce. Admiral Baker does not have this waiver as there are numerous courses in the San Diego area available for civilians.
d. Privatization of Admiral Baker Clubhouse. Captain Clove asked about the proposed privatization of the Admiral Baker Clubhouse. Mr. Young explained that Dining Services is currently in negotiations with the contractor that is running the Seal Beach Clubhouse to take over the running of the Admiral Baker Clubhouse. Mr. Jones asked what was the rationale for this change? Mr. Young explained that a private business is more flexible and can do things that MWR and Dining Services cannot. Admiral Bepko asked if there would be a price increase. Mr. Young replied no, the prices would remain the same as those currently at Sea 'N Air. MWR has to approved the prices the contractor would charge. Mr. Mers from Seal Beach indicated that when the contractor took over the clubhouse that prices rose dramatically ($14.00 for a pitcher of beer and $7.50 for call drinks). Mr. Young replied that was based on the fact that there is no competition in Seal Beach. Mr. Mers also indicated that at Seal Beach, the food and beverage operation has taken over and golf has become second in priority. The #1 tee is frequently closed for weddings and they have moved the men's club meeting to the American Legion due to the cost of food. Mr. Young requested Mr. Mers send a letter with information regarding this subject as golf should be the main priority.
e. Request to become members of the Region Golf Advisory Board. Mr. Mers and Mr. Stok requested that they become voting members of the San Diego Metro Region Golf Advisory Board. After much discussion, Mr. Young replied that the Region Board is only open to members of the San Diego courses, each base should have its own Golf Advisory Board. Both Mr. Mers and Mr. Stok are free to attend the meetings in San Diego but cannot be voting members. Mr. Young also said that Mr. Higgins, Regional Golf Operations Manager and Mr. Magnani, Program Superintendent, would be happy to attend the advisory board meetings at Seal Beach.
d. Senior Chief Pagan asked about the driving range project at Sea 'N Air. Currently there is an open project for netting and turf which will be combined with the fencing on #8 once pole approval has been received. The money for this project has been set aside; however, there are numerous projects currently going on within the Region and there is no estimated completion date for the driving range project. Once the project begins, the range will be closed for approximately four to six weeks if sod is used, longer if seeded.
