l. The Regional Golf Course Advisory Committee met at l000, Thursday, 15 January 2009, in the Admiral Baker Clubhouse. The following members were present:

2. Old Business
a. Premium Players Club. There will be a fee to join the Premium Player's Club. Estimated to be $155.00, includes $125.00 for the Players Club and $30.00 to the SCGA for handicap purposes. For those who join the Player's Club that already belong to the SCGA, the fee to join will be $125.00. Premium Player's Club entitles members to ten percent discounts on green fees, carts, balls and 5% on merchandise. Good at all golf courses in Navy Region, Southwest. Punch cards will still be available, carries a 14 percent discount on green fees only.
b. Sea 'N Air Course Restroom. The restroom behind #2 green is complete. The restroom at #15 green is 30% complete and should be fully completed in May 2009. Comments received at the advisory board meeting that the new restroom behind #2 green is nice.
c. Potable Water at Admiral Baker. Still no response form the City of San Diego concerning the permit process. The trial on #14 and 15 South (not overseeded) has very little noticeable color difference between overseeded holes and non-overseeded.
d. Sea 'N Air Clubhouse price increase. Captain Clove has not provided the price list he said he had so the prices have not been compared.
e. Sprinkler Heads. Sprinkler heads have been replaced on the North course. Due to an error in the South GPS markings, we have not received the South markers. Scheduled for delivery the end of January.
f. Hazardous #8 tee at Sea 'N Air. The line and height of the new fence have been determined. Site approval request is currently with Public Works. Once site approval is received, the project can begin moving forward.
g. #14 Hole at Sea 'N Air. Environmental expects to receive the permit in 2-3 weeks. Regional Quality Water Control Board, CA Coastal Commission and Army Corps of Engineers involved in the permitting process. Once the permit is received, contractor should be able to start within 30-60 days. Environmental will coordinate with the golf course with regard to start date. After the environmental work is complete a walking bridge will be installed on the right, and grass up to the edge of the inlet will be planted.
h. Privatization of Admiral Baker Clubhouse. Negotiations are currently on hold.
i. Driving Range Project at Sea 'N Air. Information to prepare an RFP is being put together. Currently have site approval for the driving range. Still gathering information to prepare the RFP. No estimated date for either project. Site approval has been received to raise the fence and this project is currently funded.
3. New Business.
a. Prioritized Project Update. Project updates for the Sea 'N Air, Admiral Baker and Naval Station Golf Courses were distributed and discussed by Mr. Mike Magnani. (See enclosures (1) through (3)).
b. CNRSW MWR Golf Course Financial Performance.

c. Greens on North Course. Admiral Bepko asked Mr. Magnani if something was done on the North Course to make the greens faster. Mr. Magnani replied that they are running faster due to the cold weather.
d. Fee Increases. Mr. Young began a discussion of fee increases. Fee increases are due to the increase in expenses, utilities, cost of goods, salaries, benefits and reinvestment. The last fee increase was in 2003 and since then the courses have added new carts with GPS and many improvements have been made. Fee increase is needed to keep the quality of the courses up. Fee schedule (attached) has been presented to base Commanding Officers and they concur with the increases. Fees will be raised effective 1 March 2009. ENS Deshotel asked why the increased cost of rental of clubs. Mr. Higgins responded that costs to repair and replace rental clubs is also up. Mr. Jones commented that many players want to walk nine holes and ride nine holes. Mr. Higgins replied that there is a nine hold rate at North Island. Mr. Young commented that all similar base's fees are up within the Region, not just golf. Mr. Stok asked if the existing punch cards and passes would be honored until they were punched out. Mr. Young said yes, they will. Patrons will also be allowed to purchase one punch card prior to 1 March if the current punch card is running out (5 punches or less remaining). New punch cards will be in the household account (electronic). ENS Deshotel asked if there were command discounts for groups. Mr. Young replied that the rates are very competitive and the primary concern is for the active duty. ADM Bepko asked what the rate would be for the punch cards after 1 March and how many punches could be purchased. Mr. Young responded that punch cards could be purchased in any amount (minimum 10 punches), are only good at the course where purchased, and a 14% discount applies to the golf fee. The largest purchasers of punch cards are retirees. Mr. Mers asked if the purchases could be coordinated on-line. Mr. Young replied that MWR is working toward that in the future.

a. Gardens have all been replanted.
b. Overseeding is complete.
c. Palm tree trimming on range and clubhouse complete, minus one.
d. Restroom behind #2 is open.
II. Projects Started/Completed/Ongoing February through April
a. Continue with bunker renovation
b. Start cementing in all ball washers.
c. Relocate irrigation around new restroom on #2.
d. Green aerification scheduled 6-8 April.
